The Sea Point City Improvement District (SPCID) was established in 1998 as one of Cape Town’s pioneering special rating initiatives. For over two decades, our non-profit company (NPC) has worked as the frontline custodian of Sea Point’s public spaces, safeguarding the Atlantic Seaboard’s premier urban and coastal corridor.
Managed under the executive leadership of the Chief Operations Officer (COO), Precinct Manager, and a dedicated operational board, the SPCID operates 365 days a year. We provide top-up public safety, comprehensive urban cleansing,and proactive social outreach. By bridging the gap between local communities and public authorities, we ensure Sea Point remains a secure, pristine, and vibrant neighbourhood for property owners, local businesses, residents, and visitors.
Why a CID
Under the South African Constitution, local authorities are mandated to provide standard municipal services across all communities. However, high-density, mixed-use commercial and residential hubs like Sea Point demand higher operational responsiveness, increased visibility, and immediate on-the-ground management.
A City Improvement District (CID) empowers a community to take collective ownership of its precinct:

Top-Up, Never Replaced Services: A CID does not replace standard City of Cape Town services; it supplements them. We coordinate directly with the City, Metro Police, Traffic Services, and the South African Police Service (SAPS) to deploy resources above baseline levels.

Dedicated 24/7 Security & Rapid Response: Through integrated CCTV monitoring, mobile patrols, and our round-the-clock control room, we maintain immediate situational awareness and deter criminal activity.

Cleaner, Dignified Public Spaces: Daily street sweeping, waste collection, infrastructure audits, and rapid graffiti removal protect public hygiene and safeguard property values.

Compassionate Social Outreach: Through full-time social fieldworkers, we actively engage vulnerable street individuals to offer shelter placements, rehabilitation referrals, and dignified family reunification.

Direct Accountability & Local Reinvestment: Every cent collected through the additional municipal property rate levy is strictly ring-fenced and reinvested directly back into Sea Point, governed by Section 22 of the Municipal Property Rates Act (MPRA) and the City of Cape Town’s CID By-law.
How To Become A Member
Membership to the Sea Point CID is open to all property owners, who are encouraged to apply for membership so that they may exercise their rights to influence the business of the CID.
Membership, allows a property owner to attend, participate and vote at Company meetings, such as the AGM, held under the auspices of the Companies Act.
Should a member be unable to attend they may give another individual their proxy to attend and vote on their behalf. Non-members may attend and participate but cannot vote and as such will have limited influence on the CID activities.
